This little known device is an active radar jamming pod. It was an option on some early Fords during model year 1970; then the technology was transferred to the F-4 Phantom used by the USAF and USN and several other air forces.
Every now and then when your life gets complicated and the weasels start closing in, the only cure is to load up on heinous chemicals and then drive like a bastard from Hollywood to Las Vegas ... with the music at top volume and at least a pint of ether.

1970? That Ford looks a tad older than that.
So it's not only a radar jammer, it successfully disguises the host vehicle. Amazing technology, eh?
